Burglary ring tied to Rowan, Cabarrus

Four people from Concord, Rockwell and Richfield have been charged in a burglary ring that targeted at least 15 homes, businesses and construction sites.

During the course of this investigation, detectives recovered approximately $150,000 in stolen property from Rowan and Cabarrus counties and cleared 15 Rowan County break-in or larceny cases.

Rowan County Sheriff’s officials say the Richfield man at the head of the ring brought in more people partly because he could not carry out furniture and large appliances by himself.

Detectives began investigating numerous break-ins in eastern Rowan County during September.

Darrell Wayne Parks, 44, of 6860 River Road, Richfield, was charged more than a week ago with breaking into a couple’s home while they were on their honeymoon.

A relative of the couple went to the Mossy Oak Lane home to find it empty of all furnishings except a sofa and refrigerator.

At Parks’ River Road home, detectives found some of the newlyweds’ property from Mossy Oak Lane, property taken from a construction site in Gold Hill and a utility trailer stolen from Old Beatty Ford Road.

Parks, also known as Darrell Parker, had more charges added against him: felony breaking and entering/larceny, felony larceny and misdemeanor larceny.

Also charged are:

• Marvin R. Kiser, 103 Sunset Drive, Rockwell: felony breaking and entering/larceny, three counts of felony larceny. He posted $2,500 bond and was released from the Rowan County Detention Center.

• Karie Hinson Kiser, 103 Sunset Drive, Rockwell: two counts of felony breaking and entering/larceny, felony larceny and misdemeanor larceny. She posted $1,000 bond and has been released.

• Carl Felix Kiser III, 37, 912 Bost Wood Lane, Concord: three counts of felony breaking and entering/larceny and felony larceny. Kiser remains in the Detention Center under $20,000.

In several cases, building materials and appliances were stolen from houses under construction.

Detectives discovered Parks was attempting to sell property and a trailer that matched a description of the items stolen.

Detectives also found property linking Parks to more break-ins and thefts in Rowan and Cabarrus counties.

The investigation revealed Parks and Felix and Marvin Kiser often worked together and planned different crimes, including the break-ins and larcenies.

Detectives developed Marvin and Felix Kiser as suspects in these crimes. Investigators discovered stolen property at other locations in Rockwell and Cabarrus County.

Property from the Mossy Oak Lane break-in was located at Marvin Kiser’s residence in Rockwell. Detectives responded to a relative of Kiser on Cold Springs Road in Cabarrus County near Concord and located a new air conditioning unit stolen in April from 110 Aviation Drive, Gold Hill, and a utility trailer from Bost’s Graphics located at 8225 U.S. 52 in Rockwell.

The trailer was stolen the night of Sept. 16 at the same time a motor scooter was stolen from a residence next door to Bost’s Graphics. The scooter was recovered at Parks’ River Road home.

The Sheriff’s Office still has two chainsaws, two battery-powered power tools and a car stereo that have not been connected to a case but are believed to be stolen.

Any information on this case or property can be given to Detective Sgt. C.A. Moose at the Rowan County Sheriff’s Office, 704-216-8687, or Crime Stoppers, 1-866-639-5245.

Concord man charged with women’s murders

October 7, 2008

CONCORD (AP) — Police say a man has been charged with murder after shooting his ex-girlfriend and another woman to death in the ex-girlfriend’s neighborhood.

Authorities arrested 28-year-old Christopher Joseph Willard, of 728 Old Charlotte Road, Concord, on Friday after a four-hour standoff following the shootings at 314 Highland Ave.

Police say Willard killed his ex-girlfriend, 27-year-old Melissa Jones, of 301 Highland Ave., and 57-year-old Joyce Fink, of 314 Highland Ave.

Fink’s daughter told the Charlotte Observer her mother had recovered from a stroke last year and was shot as she sat in a chair.

Willard is charged with two counts of first-degree murder and remains in jail under no bond.

Concord Police Maj. Wendell Rummage said officers were called to the Highland Avenue home early in the afternoon after they learned shots had been fired in the house.

Officers surrounded the house, and at one point, Concord police officials asked “all news helicopters remain at least 2 miles from the scene and refrain from any direct fly overs.”

At one point, and it’s not clear how, Jones got out of the residence and was taken to Carolinas Medical Center-NorthEast, where she died.

After a four-hour standoff, Willard finally surrendered without incident to officers about 4 p.m.

Police would only say that their initial investigation indicates the shooting “appears to have a domestic motive and all parties were acquainted.”

Willard is charged with two counts of first-degree murder. The Sheriff’s Office Web site does not indicate Willard has any previous arrest record in recent years.

Fire Department open house offers fun, tips

October 7, 2008

By Sam Wineka

For the Kannapolis Citizen

National Fire Prevention Week began Sunday, and the Kannapolis Fire Department made sure the community knew about it by hosting its first open house Saturday.

Before becoming fire chief in Kannapolis last year, Ernie Hiers’ old department in Temple Terrace, Fla., used to have a similar event.

“We’d probably done it the last 20 years,” Hiers said. “I think the kids look forward to it every year.”

The department arranged to have a giant inflatable slide made to look like a firetruck and an inflated bouncing room in the shape of a Dalmatian. The youngest visitors got fire safety coloring books and pencils and a chance to shake flippers or paws with the Danger Rangers’ Sully and Kitty, members of an educational safety cartoon series.

With Halloween approaching, there was also a table dedicated to trick-or-treat safety and a poison control table offering instructions about which candy to eat and which to throw out.

For the adults, there were safety demonstrations, including fire extinguisher practice, where a person could put out a small fire using one of the department’s extinguishers.

Firefighters also demonstrated how they removed people trapped in a car, and residents could view a small shed equipped with a sprinkler system demonstrating how the systems can help extinguish fires in homes.

“A lot of people have the misconception of how expensive it is to install sprinklers, but the life safety is worth it,” event coordinator Maria Bostian said.

Bostian said the department spread word about the open house through local preschools and elementary schools, hoping children would make their parents attend.

Tanya Feehan, 28, brought her 3-year-old  daughter, Emma, by after seeing signs for the event.

“I want to see the animals,” Emma said of Sully and Kitty, as well as owl and monkey mascots. “I want to go play.”

Steve Tournay, 55, brought his three grandchildren, Drake, 6, Kali, 5, and Lili, 3.

“It’s a nice day to have it,” he said.

“My teacher told me about it,” Kali said. “But we couldn’t use the buses.” She was happy her grandfather brought her instead.

Though the event was popular this year, Hiers said he wouldn’t be surprised if it grows. By the time he left Florida, his former department’s event drew 3,000 to 4,000 kids each year.

Firefighters, recruits and members of the department’s Explorer Scout group helped with the open house.

But that didn’t mean they all got the day off. Many firefighters were on call, and some responded to a call five minutes after the open house started.

“We would always make sure the city was covered,” said A Shift Battalion Chief Tracy Winecoff.

‘Most Wanted’ did not get away this time

October 7, 2008

Concord Police officers received an anonymous tip Wednesday afternoon that one of Concord’s Most Wanted  offenders was standing near the intersection of Academy Avenue and Duval Street.

Officers responded around 1:30 p.m. and chased Lamont Eugene “Booger” Diaz, 32, on foot a short distance before catching him.

He had eluded police in five previous attempts to arrest him while fleeing in a car or on foot since the summer of 2006 when he first failed to appear on other cases.

The most serious pending charge against him is a charge of second-degree rape brought in or a December 2007.

In addition to the rape charge, Diaz was booked into the Cabarrus County Jail on charges of felony speeding to elude arrest; resisting an officer; driving with a revoked license; reckless driving; and four counts of failing to pay child support.

His bond was set at  $111,600, and his first court appearance came Monday on the rape charge.

Brothers charged with smash and grab at 3 businesses

October 7, 2008

Two brothers face charges that they broke windows to get into three Kannapolis businesses and stole items from each.

The break-ins occurred Sunday at Bill Reames Nationwide Insurance, 1473 Dale Earnhardt Blvd.; law office of Todd C. Williford, 1461 Dale Earnhardt Blvd.; and Stamey Insurance Services, 1460 Dale Earnhardt Blvd.

Officers arrested Christopher Byron Charles, 31, of 607 Dodge St., and Matthew Allen Charles, 25, of the same address.

Both men are charged with burglary by forcible entry and larceny after breaking and entering, both felonies.

They are being held in the Cabarrus County Jail under $6,000 bond.
