More charges against man already facing sex charges

Kannapolis police arrested a man June 27 on two counts each of second-degree sexual offense and taking indecent liberties with a child younger than 12.

Detective D.F. Miller arrested Tommy J. Wilbanks, 25, 404 Coach St., Kannapolis, who remains in the Cabarrus County Jail under $160,000 secured bond. Kannapolis Police Lt. Ken Jackson said Wilbanks is accused of assaulting a girl and a boy.

On warrants obtained from the Clerk of Courts office in Cabarrus County, Wilbanks also has an address of 176 Harrelson Drive, Salisbury.

Kannapolis Police detectives received a report about incidents with one victim on April 15, 2008, from a relative of the victim, Jackson said.

“During the course of the investigation, the other stuff came out about the second victim,” said Jackson. Jackson couldn’t release much information on the cases. “These things are so sensitive when you get these types of reports.”

The warrants indicate that the offenses against both victims happened between Aug. 1, 2006, and Aug. 1, 2008. Jackson said both victims are known to Wilbanks.

Wilbanks already faces other charges of sexual offenses against a child.

In January 2007, Concord police officers charged him with one count of taking indecent liberties with a child. A month later, in February 2007, Concord police charged him with statutory rape against the same victim.

Wilbanks was released under a $2,000 secured bond. Both of those cases involved a minor child and were reported Dec. 18, 2006. Both of those charges are still pending with the Cabarrus County Courts. 

Wilbanks also had numerous other charges against him, including larceny, possession of a stolen vehicle and assault. 

His first appearance in court on the most recent charges will be July 17.

• On July 1, Louis Anthony Harrison, 430 Lash Drive, Salisbury, reported that on June 13, at around 5 p.m., his daughter, Heather Harrison, was operating his 1990 Toyota Camry when it became disabled at exit ramp 63 on Interstate 85. When they returned to remove the $2,500 vehicle, it had been taken. Deputy Christie.

• On June 29, Lynell Shane Hamilton, 26, 2656 Farm Pond Road, reported that between June 27 and June 29, two known suspects removed $335 in items from his 1999 Izuzu Rodeo. Deputy Harris.

• On July 6, Frank Cosentino, 69, 5446 Mooresville Road, reported a break-in and the theft of $1,270 in items. Deputy Sastoque.

• On June 28, Juan Jose Salinas, 28, 1568 Barringer St., Mount Pleasant, reported that between June 27 and June 28, someone entered his 1995 Chevrolet S-10 truck and removed items valued at $1,087. Deputy Logan. 

• On June 29, Tyler Morris Ratchford, 22, 6945 Hudspeth Road, Harrisburg, reported someone entered his bedroom June 28, stole $2,330 in items and caused $250 in damage.

• On July 1, Jim Rudolf Guido, 39, 9901 Holly Tree Drive, Charlotte, reported a break-in to his 2005 Ford and the theft of several items. Deputy Troutman.

• Alex Anthony Chiccarello, 17, 2760 Barnfield Road, Concord, reported on July 1 that his residence was entered and a 52-inch TV was taken. The television was valued at $2,500; Deputy Lomax.

• Marie A. Johnson, 38, 541 Albany Shaker Road, Loudenville, N.Y., reported on July 1 that her 2003 Toyota Sequoia was damaged while parked in front of 5650 Hammermill Drive, Harrisburg. Damage was estimated at $1,200. Deputy Harless.

• On July 2, Chadwick L. Joyner, 35, 6615 Affirmed Court, Harrisburg, reported that on July 1, sometime between 5 and 9 p.m., his 10-year-old son disappeared. The child was found at 4:36 a.m. the next morning by officers. Deputy Hue. 

• On July 2, Rebecca Wrenn Whitley, 56, 9556 Millem Drive, Harrisburg, reported that between July 1 and July 2, someone entered a 2007 Chevy Tahoe owned by Whitley Financial LLC and removed items valued at $625. Deputy Brown.

• On July 2, Deputy Elliott recovered a 1993 Chevrolet Caprice at 4968 Sunburst Lane, Charlotte. The vehicle had all four tires removed and the steering column had been punched. The vehicle has not been reported stolen at this time.
