A man taking pictures of children playing in the splash pad in the city of Kannapolis’ Village Park drew the concern of people at the neighboring YMCA and library.
So much so that they called Kannapolis police about 4 p.m. Aug. 11, a Monday.
Officers found the man taking pictures on a bench at the library, according to Kannapolis Police Capt. Chuck Adams.
But after talking to him, they concluded he wasn’t breaking the law and had a constitutional right to be there, Adams said.
The 59-year-old Kannapolis man has no criminal record or outstanding warrants against him, Wayne said, and he told officers he was not taking “sexually oriented” pictures.
The man told officers “he was free to sit in a public place,” Adams said.
Police documented the incident in a police report, so they would have a record, Adams said.
